In order to enhance the performances of the Burkina Faso country office, Human Project, Consulting firm in Human Resources is looking for qualified and motivated candidates to join the “People changing the world”. The positions to be filled are described below.

 1- Job Title:(1) Senior Program Officer – Country Office

 JOB SUMMARY – PURPOSE

The position is responsible for overall program support and development (implementation, follow- up and evaluation) in respect of the Country Program within the framework of Diakonia’s steering documents and work in close collaboration with the Country Representative and the Regional Office.

 Duties and Responsabilities

 Implementation

 . Ensure that projects/programs have the necessary funds (proactive work with the donors);

. Provide partners and seniors with information on the program results and perspectives (methods and financial aspects)

. Encourage and keep contact and mutual enrichment between technical and financial partners.

. Work towards projects/program elaboration according to the PME Manual

. Ensure implementation and evaluation of projects and programs according to the Planning Monitoring and Evaluation (PME) manual

. Allocate the necessary funds for the funding of partner’s projects;

 Follow-up

. Elaborate and follow up signatures of agreements;

. Conduct visits to projects done by partners (follow-up and evaluation);

 Monitoring and Evaluation

. Produce regular reports on the implementation of activities or detailed reports upon the demand of the office, regional office or stakeholder’s demand;

. Identify and analyze developmental needs of the partners

. Analyze and evaluate auditor’s report and the evaluation presented by the suppliers and enterprises

. Provide strategic and technical advices to partners;

. Participate in the elaboration of the strategic plan of Diakonia;

. Control balanced integration (gender equality, conflict and environment perspectives…) in all the projects and programs and ensure their consideration in institutional plans.

 Administration

. Supervise and provide line management for program officers and program assistants at the country office.

. Ensure follow-up of partners’ contracts

. Provide advice support to partners, in a close collaboration with them

. Respect the requirements of the Diakonia report according to the shareholder’s contracts and the RO / HO

. Analyze projects and programs submitted by the partners and provide basic information for decision taking

. Participate in meetings and existing work to proof his competency

. Be informed on adequate, existing themes, and the development programs on national and international plan.

. Implement payment to partners, receive and file bank slips; update and file all documents of the partners’ projects in the system and ensure an adequate physical file;

. Perform all other relevant tasks as delegated by the Supervisor.

 Academic qualifications, Knowledge, skills and abilities

 (The knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training)

 All candidates interested by the Job must justify of:

. Bachelors degree in Social Sciences – Sociology, Development Studies, Law, Political Science or other relevant field of study.

. A minimum 5 years’ experience in a busy multicultural Non Government Organization is necessary.

. Post Graduate Diploma in Project Management and Monitoring and Evaluation.

. Experience of program/project implementation.

. Experience of technical support to local NGOs.

. Ability to plan, conduct and review trainings, workshops, seminars.

. Good interpersonal skills to be able to relate to people of diverse backgrounds.

. Attention to details to be able to scrutinize documents before decision making.

. Analysis and report writing skills.

. Evidence based Gender knowledge

. Coordination skills.

. Basic financial skills; and budgetary skills.

. Effective communication both oral and written French.

. The job demands the ability to plan, organize, analyze and prepare reports and statements. Ability to negotiate, communicate accurately and meet strict deadlines is also critical.

. The jobs demand the ability to communicate with and support partner organizations in various program issues.

2- Job Title: (1) Finance and Administration Officer – Country Level

 JOB SUMMARY – PURPOSE

 The job is responsible for providing effective leadership in financial management and administration, Procuring audit services in accordance with procurement policy and procedures, Grant Management and Human Resources services in respect of the country Programme.

 Duties and Responsabilities

 Financial Management

. Compile and manage Office Budget ;

. Ensure timely submission of Monthly, and Annual Financial Reports

. Prepare and submit Quarterly programmed reports

. Ensure maintenance of proper books of accounts

. Ensure efficient payments and disbursements according to approved policy and procedures

. Ensure internal control system is functional

 Grant Management

. Review Budgets from Partners and ensure these comply with PME Hand book requirements

. Receive and assess Financial reports from Partners and ensure compliance with the Grant Agreement and PME handbook requirements

. Receive and assess audited financial statements including Management letter from Partners and ensure compliance with PME Handbook requirements

. Follow up on issues raised by auditors in the Management Letter from Partners to ensure resolution

. Ensure Disbursement Receipts, Financial reports, Completed assessment Tools and audited financial statements are uploaded to PHS

. Manage the Partner Institutional Capacity strengthening strategy in respect of Administrative activities

 Audit Management

. Procure audit services in accordance with procurement policy and procedures

. Manage the audit assignment

. Submit reports in respect of Management and statutory audits

. Submit audited financial statements as per the required deadlines

. Upload the audit reports and management letters to PHS

 Administration

. Ensure up to date registration of Diakonia in the Country

. Ensure proper functioning of front Office Operations including written correspondence

. Ensure operation of Procurement system according to policy guidelines

. Ensure proper function of logistical operations including travel & events organization

. Ensure safety, custody and maintenance of Office, Computer & Accessories, Furniture and equipment

. Ensure proper function of archive and documentation system including PHS uploads

. Ensure maintenance of up to date register of assets.

 Human Resource Administration

. Ensure up to date records are maintained including leave, staff personal records

. Ensure proper payroll administration and accounting

. Ensure all staff benefits are managed according to Human resource Handbook guidelines, e.g. Medical, Staff Insurance, Pension, social security, travel insurance among others

. Perform all other tasks as delegated by the Diakonia Country Representative.

 Academic qualifications, Knowledge, skills and abilities

(The knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training)

 All candidates interested by the Job must justify of:

. Bachelor’s degree in business related field (Commerce, Accounting, Finance, Arts) or other relevant field.

. A minimum of three years’ experience in a busy international, multicultural Non-Government Organization and handling donor funds.

. Full accounting professional qualification – Chartered/Certified Accountant (CPA, ACCA) or other comparable/equivalent qualification.

. Sufficient knowledge of accounting and book keeping and high financial analytical skills

. Working knowledge of computerized accounting and other computer application packages especially Pastel

. High integrity to be able to handle cash and cash related transactions

. Good interpersonal skills to be able to relate to people of diverse backgrounds

. Attention to detail to be able to scrutinize financial and other information documents before decision making

. Planning and organizing ability to be able to accomplish tasks, file and retrieve information

. Effective communication both oral and written English

. Ability to produce and analyse reports

. Strong report writing skills in the English Language
